Bayram Eker
I am a software and AI systems architect, the founder of Neura Parse Ltd,
and an independent quantum-AI researcher. I build systems around uncertainty, verification and evidence,
with a person kept in the loop wherever the consequences are real.
What I do
My career started in software that carries legal consequence: e-Devlet services for the Turkish
state, customs and legal-entity systems, then carrier IPTV platforms built with ZTE at Netaş.
Work like that teaches one habit above all others, which is to keep the evidence attached to the
result.
I carried that into agentic AI, software-testing automation and quantum workflows. Today I run
the research programme at Neura Parse, where the question is narrow and awkward: can a quantum
belief-update primitive be trusted inside a classical decision loop on the hardware that exists
right now? Two first-author papers try to answer it honestly, including where the answer is no.
Research
Both papers are public preprints. Neither claims quantum advantage.

QANTIS: A Hardware-Validated Quantum Platform for POMDP Planning and Multi-Target Data Association
Bayram Yüksel Eker, first author · platform lead
A modular quantum platform for belief update and multi-target data association under partial observability, validated through a 45-experiment campaign across three IBM Heron backends rather than in simulation alone.
arXiv:2607.06760, arXiv, 9 July 2026
QANTIS: Hardware-Calibrated Sequential POMDP Belief Updates on IBM Heron
Bayram Yüksel Eker, first author
A sequential follow-on study asking whether a calibrated quantum belief-update service can be reused repeatedly inside a classical decision loop, without cumulative noise making the posterior unusable.
Systems
Each has an open-source edition you can read and an enterprise or defence edition where the assurance lives.
Quantum-Bio Intelligence: A New Mind Architecture for the Age of AI, Biology, and Quantum runs to 364 pages and argues that
the bottleneck in contemporary AI is architectural rather than computational. It is self-published
through QBI Press and it says so plainly, because a synthesis is a different kind of claim than a
peer-reviewed result.
